Description for Candidates:

  • Assist the District Eng Hydraulics to meet drainage design requirements. Support roadway, maintenance and bridge design staff in hydrology and hydraulic principles and design. Develop and design hydraulic models and drainage design elements of right of way and construction roadway plans. Review hydrologic and hydraulic design for drainage facilities prepared by others. Review projects with a specific focus. Oversee hydraulics related issues complying with processes, schedules, budgets, design criteria, standards and specifications. Provide technical advice, guidance and training regarding assigned engineering program areas. Prepare analyses, reports, and recommendations based on engineering determinations. Provide engineering support and consultation related to engineering program area. Effectively manage assigned projects to ensure timely and accurate completion. Communicate with internal VDOT staff, local government staff, consultants, citizens and FHWA regarding transportation projects and programs.

    How you will contribute:
  • Analysis and Technical Reporting: Analyze and interpret engineering data and information. Prepare complete, clear and concise reports and recommendations.
  • Assist Residency and Other Field Staff: Assess and resolve a variety of issues.
  • Communication: Establish an effective line of communication between VDOT, contractors, government agencies and the public. Investigate issues and resolve complaints.
  • Computer and CADD Skills: Complete work tasks using hydraulic software, MicroStation, MS Office and other non-CADD applications. File project related correspondence, CADD files and project information.
  • Engineering Process Management: Use established VDOT policies and procedures in the development and delivery of engineering projects. Engineering projects are completed in compliance with state and federal laws and regulations.
  • Hydraulic Design Review: Perform hydraulic design reviews of drainage designs for VDOT, municipal and land development roadway projects. Attend field reviews and project meetings. Provide guidance and technical assistance to roadway designers.
  • Hydraulic Investigations and Designs: Investigate, evaluate, design and recommend solutions for drainage problems resulting from construction, maintenance and citizen complaints. Meet with individuals and organizations involved and coordinate activities.
  • Manage Assigned Activities: Plan, schedule and coordinate engineering program activities such that deliverables are met within the established scope and timeline.
  • Project Engineering: Assist in the management of projects and tasks including development of and managing the scope, schedule, budget, deliverables, change management, quality, and status reports. Complete multiple concurrent tasks and assignments, and report updates on their status.
  • Project Management and Documentation: Organize work and monitor work tasks such that hydraulic designs and design tasks are completed in accordance with project scheduling and in support of VDOT programs. Manage time and adjust priorities of work activities.
  • Special Assignments: Manage special program initiatives and projects as assigned. Serve and represent VDOT or assigned program area on various committees and work groups.
  • Teamwork and Customer Service: Demonstrates customer service and work habits that reflect the VDOT Values, and coordinates the flow of information both orally and in writing.

  • Knowledge of civil engineering principles as they relate to hydraulic and roadway design and Standard Design technical knowledge.
  • Knowledge of peak discharge hydrology, open and closed system design, erosion and sediment control features and their application, stormwater management principles and design.
  • Knowledge of project management procedures and principles.
  • Knowledge of roadway design criteria, construction methods, standards, specifications and materials.
  • Skill in providing and promoting good customer service to internal and external customers.
  • Skill in the use of computers and software applications to include MS Office, project management and engineering software programs.

  • Minimum Qualifications:
  • Ability to communicate effectively orally and in writing with internal and external customers.
  • Engineering experience applying roadway design criteria, construction methods, standards, specifications and materials.
  • Experience applying peak discharge hydrology, open and closed system design, erosion and sediment control features, and stormwater management.
  • FEMA floodplain experience.
  • Knowledge of civil engineering principles as they relate to hydraulic, roadway design and Standard Design technical knowledge.
  • Proficient in hydraulics of bridged waterways, bridge scour analysis, flood routing and calculation of run-off values.
  • Skill in the use of computers and software applications to include engineering design and analysis programs.

  • Additional Considerations:
  • A combination of training, experience, or education in Civil Engineering, or related field desired.
  • Erosion and Sediment Control Program Administrator Inspector or Plan Reviewer Certification.
  • Knowledge of VDOT drainage policies, design procedures and FEMA policies and procedures to include VDOT's Drainage Manual.
  • Knowledge of VDOT's Road and Bridge Specifications and Standards.
  • PE license or EIT certification.
  • Work experience in transportation engineering project management.
