General Description:
Reporting to the Vice President of Student Affairs, with a dotted line to the EEO Officer, the Title IX/Equal Opportunity Investigator supports NOVA’s compliance with civil rights policies, including Title IX and Title VII. This role requires meticulous fact-finding, strong analytical skills and the ability to navigate sensitive cases with professionalism. This position serves as a primary investigator for complaints of discrimination, discriminatory harassment, and Title IX violations, ensuring that investigations are conducted promptly, thoroughly, and neutrally. The role also involves training, documentation, reporting, and proactive communication with faculty and staff. In addition, this position also works in collaboration with HR and other departments.
Duties and Tasks:
Investigations (Title VII, Title IX, EEOC, and Student Grievances/Discrimination):
- Serve as a neutral investigator for student and employee complaints related to discrimination and harassment under Title IX, Title VII, and college policies.
- Maintain an active caseload, with high attention to organization, timely response, and accurate documentation.
- Conduct interviews both in-person and virtual formats with complainants, respondents, and witnesses.
- Utilize conflict resolution and de-escalation techniques during interviews and interactions.
- Draft clear, comprehensive investigation reports and maintain detailed case records, using clear, organized report writing and documentation practices.
- Record and manage case data using Maxient or similar database.
- Respond promptly to emails and calls from parties, advisors, and campus stakeholders to maintain strong case communication.
- Collaborate closely with Human Resources and Employee Relations to coordinate investigations that involve employee respondents or intersect with workplace conduct policies and procedures.
Compliance Monitoring and Legal Updates:
- Monitor federal and state legal/regulatory changes (e.g., Title IX, VAWA, Title VII), proactively inform faculty, staff, and administrators of relevant updates through briefings or written communications. In addition, conduct research and policy interpretation to synthesize findings for non-legal audiences when receiving questions on new or changing federal/state laws.
- Serve as a consultative resource to internal stakeholders regarding compliance, due process, and college procedures.
Outreach and Training:
- Conduct outreach and information sessions with complainants and respondents to explain resolution options, support resources, and procedural steps.
- Assist decision-makers in understanding grievance-related discrimination matters.
- Collaborate with campus partners to deliver training programs for students, faculty, and staff on rights, responsibilities, and policy expectations.
Campus Training
- Works with the CDEIO and other members of the community to design and develop mandatory and optional required trainings for faculty, staff, and students.
- Delivers training in person or virtually to faculty, staff, or students.
Incident Outreach – Student Grievance-Discrimination:
- Schedule and perform outreach or initial information sessions with parties involved in student grievance cases that concern discrimination.
- Provide written consultation with decision-makers who are required to evaluate student grievance reports that concern discrimination
- Analyzes high-risk reports that require immediate supportive measures, safety planning, or involve potential policy violations.
- Interfaces effectively with internal stakeholders to ensure compliance process is maintained.
- Serves as an outreach facilitator helping to explain support measures, resolution options, and resources as required by policy and/or law to the college community.

Minimum Qualifications:Knowledge, Skills, and Abilities
- In-depth understanding of laws and regulations related to civil rights, discrimination, harassment, and gender-based violence.
- Ability to stay current with evolving laws and apply updates to college procedures and education efforts.
- Ability to receive inquiries about new or changing federal/state regulations and conduct independent legal research to synthesize and clearly communicate relevant information to non-legal audiences, including faculty and staff.
- Strong interviewing skills both in-person and virtual environments.
- Ability to utilize conflict resolution and de-escalation strategies in sensitive or high-emotion situations.
- Proficiency in organizing caseloads and writing clear, accurate reports.
- Familiarity with Maxient or similar case management software, but not required.
- Ability to remain neutral, handle confidential matters discreetly, and analyze complex facts and evidence.
- Strong written and verbal communication skills, including the ability to respond quickly and clearly via email or phone.
- Strong public speaking and facilitation skills for training and outreach delivery.
Minimum Work Experience:
- Experience conducting Title IX, Title VII, or EEO investigations.
- Experience working with student and employee populations in higher education or related settings.
- Experience developing and delivering compliance-related training.
Additional Considerations:Preferred Qualifications (Additional Considerations):
- Title IX/EEO Investigator certification or equivalent training.
- Experience interpreting and applying institutional policies and procedures, and federal, and state non-discrimination laws and policies.
- Experience using Maxient or a similar reporting database (not required).
- Demonstrated commitment to timely, impartial, and thorough investigative work.
